yes... if it is a new sensor it should have come with the tool. if not see if the auto parts store has the positioning tool for it. if they don't then youll have to set it and turn the crank VERY SLOWLY by handle to see if the inner/outer vanes are hitting it. BE VERY CAREFUL. adjust accordingly. then shine a light under the sensor and stand over the battery and look down at the sensor and turn the crank to viually check the setting. the light should shine above and below the inner and outer vanes all the way around.

are both plugs on the sensor plugged in? did you use dielectric grease? Did you rewire the plug (you had to take it off to get it behind the inner time cover correct?) correctly? everything secure?maybe you have a bad wire somewhere?
