Lights out

I have two questions
I am refurbishing a 76 F150
and I have a dash light problem.

The fuses are good and I have replaced the headlight switch.
I have no dash lights. and only the right turn signal indicator works but it goes out when I turn on the headlights. I guess there is a short but where do I start to debug.
I also replaced the alternator and checked voltage. I have 12.5 volts atn the battery posts all the time. no up or down movement when I rev the engine or turn on the headlights. IS this okay.

It sounds like your instrument panel GROUND connection is missing......Check the connector for the GROUND connection.
