Shocks not expanding

Question Shocks not expanding

I bought some rancho RS5117 shocks to put forward of the front axle on my 88 bronco. However, the shocks don't exand outward, I can pull them in and out but they don't expand on their own. Is this normal?

only gas shocks expand on their own

your are hydro type shocks, they have some kind of oil in them
