I went through the same pains.
After changing relay at least a dozentimes, well combinations anyway, I finally tested the tank switch on the dash.
When I by passed it both pumps worked.
Got a new flipper switch and all seems good again.
I had replaced front pump and it's sending unit still isn't right, but major problem was the weak arssed switch! Mine was a 90 with about 125k.

A hot toddy would be more like it here today.
Kind of a statement about these vehicles when it takes a whole population tied together with communication lines to keep the suckers running isn't it!

I had a similar problem with the '91 I bought last month. It turned out to be internal in the tank itself, not the switch. The fuel pump was bad. According to Ford and the independent shop I had do the work (I got lazy), if the switch shows a reading in the bad tank, it is not the switching mechanism.
