2.3 engine surging problems

I have a 94 Ranger with a 2.3L and 110,000 km on the clock. I recently started having a problem with the engine surging to 3k on the tach when I start it and then it settles to the correct rpm after a few seconds. I have also noticed this same sort of problem shifting gears......doesn't drop the engine speed down right away. I just replaced the fuel filter, cleaned and sprayed the carb linkages and the pedal pivots.......no change. Any ideas??

Welcome to FTE Whatsup1.
If you have a scanner, or access to one, pull the codes & go from there. You could go to your local garage that can do OBD II systems and have them do it.
