True, if its sealed then paint is not needed, and most paint won't stick to sealer anyway. Unless you want to change the color, and most paints will leave a slick garage floor.
If you ever do want to paint it in the future, it needs to be 'etched' (washed) with muriatic acid to give a surface that the paint can stick to.

BTW, i have a sand blaster and ya' don't want to be sandblasting in a garage unless you're ready to do hours of hard cleanup afterwards. (by painful experience, argh)
I've painted concrete; etch it with muriatic acid to roughen the surface, or to take sealer or grease/grime off, before painting.
