Towing Harness 1998 E-150

I OPENED THE REAR PASSENGER TAILIGHT AND FOUND A 3-PIN PLUG FOR TOWING ATACHMENTS. NONE OF THE PINS ARE HOT. IS THERE A FUSE OR RELAY THAT I NEDD TO PUT IN TO ACTIVATE THIS PLUG?

I believe there is a kit that you can buy at the auto parts store to add trailer light wiring to your vehicle using that plug. The kit will probably have what you need in it.
