3 fuel pumps, testing?

3 fuel pumps, testing?

I am working on a friend of mine's 89 F250 351 fi 4x4. He claims no fuel pressure. After some testing, I determined that the two fuel pumps in the tanks are working and delivering fuel to the fuel pump on the frame rail. The rail pump is getting voltage, approx 9.8 volts (not 12.7 as the bat voltage) but not delivering any fuel. I have also bypassed the relay and ran 12 volts directly to the pump and it still does not pump enough fuel. I disconnected the fuel line downstream of the pump and nothing more than a trickle is coming out. Am I correct in saying this pump is bad or have I missed something? What is the can in the fuel line between the low pressure pumps and high pressure pump for? Anybody run into this type of situation before? Thanks and Happy Holidays

If you ran battery power directly to the pump, that is blk wire on pump to negative post and blk/pink wire(I think) to positive post and the pump did not come on then it is surely bad. If you just jumped the wires on the relay connection then I would check the inertia switch. Hope this helps.

I ran power right to the pump. Inertia switch is ok, since the other 2 in tank pumps run and pump.
