95 PSD won't start

I have a 1995 PSD 350 dually that doesn't want to start. Last night it was harder to start than usual. But the temp was down to about 18F . But after about 20 seconds of cranking it finally started. (a lot of white smoke) It was driven aproximately 100 miles and ran fine. Now, It has been plugged in all for about 5 hours. The temp is around 22F. I do not get any smoke at all. YOu can hear the glow plug relay "click". The wait to start light is only staying on for a short period now that the truck has been plugged in. I get a tach reading when cranking.(this should rule out cps, right?) It acts like the fuel pump has quit. It there a fuse I should check, what the heck else could cause this probelm. I appreciate any thoughts or advice. This is dads truck and he is currently driving my 94 460 gasser and he doesn't like the mileage it gets. Only about 10-12. Thanks again

BTW the truck has well over 400,000 miles on it. Yeah that is right 400,000. We really do not know how many miles it has on it as when it got ready to roll over to 400K it went back to 300k

The fact that you're not getting any white smoke while you're cranking it means that you're not getting fuel into the cylinders, but it doesn't necessarily mean that your fuel pump isn't working. It could be that you're losing pressure in your High Pressure Oil reservoir, and you might be needing to crank it long enough for the pressure to build. Top off the reservoir some morning before trying to start it, then see what happens when you crank it over.

What about gelled fuel in the supply lines? Did you say it is outside in the cold, but plugged in?
