Power windows & Door Lock
My driver's door power window switch (new switch) and power door lock switch do not work, but the passenger power window switch on the driver's door does--also, power door locks work from passenger door.
I have followed the wiring harness under the driver's kick pannel, and find no broken wires
Is there a relay somewhere (under the hood maybe) that could cause this problem?
Suggestions?
According to my Chilton's manual there are no relay's in the power window circuitry. Both the driver's side power window switches and the passenger side power window switch all receive their ground through the black wire from the driver's side switches. Power for the power window switches comes from circuit breaker 14 (20A) through a lt. blue/black wire. The passenger side power window switch is connected to the driver's side passenger's switch with a lt blue/tan wire and a wht/yel wire. The driver's side power window motor is connected to the driver's side switch through a yellow wire and a wht/blk wire.
Now since the connection from the driver's side power window switch and the driver's side power window motor is a direct connection, you probably have a broken wire or a malfunctioning power window motor on the driver's side. Go to the motor and check for power to one pin, ground to the other while pressing on the driver's side pwr wind switch. If you do, then the problem is inside the motor. As I understand it, the power window motor has internal up and down limit switches that can go bad and there are kits available to repair these motors. I haven't found one personally, but I hear you can get them at shops that repair power windows.
On the driver's side power door lock switch, my Chilton's does not show the circuitry. But, the circuitry for the power windows titles the switches as "master window/door lock switch" and "right window/door lock switch" respectively. I, therefore, assume that the circuitry is similar. But you know what you get when you take the "u" and "me" out of assume. (ha Ha) Anyways, I would think that there must be a control relay somewhere that activates the four locks (driver's door, passenger's door, sliding door, and rear hatch.) The only suggestion I have is to first test the driver's side switch to be sure it is working and then trace the wiring from the driver's side door latch switch to try to locate this relay. Since the passenger side door lock switch works, you probably have either a bad switch or a broken wire from the driver's side switch.

BK/W 12VDC from Fuse Link
PK/Y 12VDC only when lock is pressed
PK/GR 12VDC only when unlock is pressed
Measure the BK/W first to see if you have power to the switch. Then measure the other two with and without the switch pressed. You should only have power on these when the proper switch is pressed. These two lines go to the Lock and unlock relays. If you do have power, there must be a break between the switch and the relay.
Now for the window: Again since the passenger window switch in the driver's door works, the fuse is good and you have power up to the switch which is the power for both windows. As rlmdad stated they also use the same ground. You want to assume the switch is good since it's new. It probably is but, maybe not.
There is a connector between the switch and the window motor. Open this up and check for 12VDC on the W/BK for UP or the Y wire for Down. Being a DC motor, you reverse the direction of the motor by reversing the electricity. So,
Y is 12V and W/BK is ground for down and
W/BK is 12V and Y is ground for up.
Another thing to check is do the lights dim when you push the button? If so, then the motor or window is probably just in a bind.
Anyway, check and let us know what you find.
As for the door locks--I use this van for deliveries, and currently we are swamped at this time of year--I can use the key until after Christmas then I will trace the wiring
