Waxy is right- there are no 1999+ Super Duty trucks with 7 lug wheels. Ford did make a "light duty" F250 with 7 lugs but that truck looks like an F150 not a Super Duty.
GM has named their trucks as Waxy suggested. The 3500 series only comes as a dually. There is a 1500 and a 1500HD as well as a 2500 and 2500HD. These correspond (roughly) to Fords F150, F150-7700# (aka F250 LD), SD F250 and SD F350 SRW.

Here is Washington state, the licensed weight is for truck and trailer if you tow commercially. For pulling RV's or personal boats, you only need to register your truck for the minimum weight (in my case 1.5 times the shipping weight and then rounded up to the nearest 2000 lb increment, or 10,000 lbs). So I can haul whatever size trailer I want or load as much as I want in the bed and nobody here cares. Obviously if I was dragging my rear bumper and cop would have grounds to stop me .
You might try something like www.kansas.gov to see if you can access your state laws online like I can here in WA. I printed out a copy of the rules I have to live by and threw them in my glovebox. That way I can prove to other state police that I'm in compliance with my registered state's laws. It's just like your drivers license; you don't have to get one for each state you drive in because all state recognize the other states vehicle laws. Everything I'm saying is for non-commercial driving. I don't have a CDL and don't drive for a living.

One reason the truck weighs so much is that the PSD weighs about 500 lbs more than a V10.

My truck - 2002 F350 Dually 4x4, V10 6sp, Regular Cab, Long Bed, 4.30LS, off road package, weighed exactly 7000 lbs with me, another full size adult (approximately 350 lbs of people) and a full tank of gas (38 gal)
That means that truck w/o fuel, w/o people would be 6400 lbs.
Its pretty well stripped down - manual everything - only luxury is AC
So it looks like the regular cab V10's really are pretty light, RELATIVELY
