I have a 2008 E350 Super Duty that has power to instruments, radio, fan and windows when key is turned on, and when started power is lost, but van runs and drives fine indicators work.
Are you saying when you turn the key to start the van, it appears to lose electrical power to the instrument cluster, then everything comes back to life when it has started?
When key is in the on position the instrument cluster works, but as soon as the van is started it looses power to instrument cluster radio and windows, then when the engine is turned off and turned back to just the on position the power is back. i even tried shutting off engine while driving, and while coasting I turned the key to just the on position and the speedometer works.

In that case, I don't think I'm going to be any help. I'll watch for smarter people to come along. Maybe check for water ingress at the base if the windshield.
All the loads you listed are turned on by the accessory delay relay. This relay is controlled by a signal from the instrument cluster (IC). Wiring diagrams show the IC has an ACC DELAY module. Seems like this module works until the engine starts, then drops out. This turns off radio, overhead console and power windows.
So, unfortunately, I think the IC is bad. Test the ACC delay relay to see if it is getting the GND signal from the IC to turn on.
