Post Extremely Frustrating Headlight issues.

So I have a 1995 Ford F-250 XLT, 7.3L powerstroke, and ive been having some issues with my headlights. When i pull the switch, my park lights come on, but no headlights, high or low beam, yet they come on as long as i hold the dimmer like im flashing someone. I replaced the switch thinking that would solve the issue, but it didnt. I replaced the dimmer/blinker switch thinking maybe that was a possible issue, to no avail. Is there something im missing here? Would a bad relay cause this issue?

Update: The headlamp relay is not the issue, any help would be greatly appreciated!!!

Strange. You have running lights, no high or low beam, but you have flash to pass, meaning you have both low and high at the same time working, but neither low nor high directly from the switch. You're going to have to get the meter out and start checking for power right at the switch and working your way to the headlights.
Was someone in there adding headlight relays? This was common before LED bulbs were available for the 9th gens. If so, are they are on a fuse? You'll need to check for power going into relay (there should be relays for both low and high if they were added) and out to bulb.

Negative. They are normal halogen bulbs, otherwise what you said makes sense. Since the lights work when holding the flash to pass, thats not bad bulbs right? I will break out the multimeter tomorrow, as its getting dark and cold out tonight lol

Just an update: the lights are still not working, have changed the bulbs, and checked for power which it seems to have, should i try changing the switch pigtail?

That flash-to-pass working but no normal headlights is a weird one Since you've already got power at points, I'd also take a look at the headlight circuit connector itself (at the switch or junction) for any loose pins or corrosion. Sometimes it's not the switch itself but the plug making poor contact.
