When I'm light on the pedal and keeping my foot fairly constant when leaving the line I am getting some surging. If I get on the gas I don't have any. My first thought was the TPS but I replaced the pedal assembly approx 10k miles ago. My last trip towing I did throw a CEL code p1211 but cleared it and it didn't return. Could this be a IPR issue? No forscan but I do use the torque pro app with the ipr %. I didn't notice if it was jumping or not while surging. I will check if it is showing anything weird.
Anything I can try to determine if it is fact the IPR?
turn key on to run but not start
press Accel pedal slowly 3 times
turn off and drive to see if it made a difference
P1211 Common causes include a faulty ICP sensor, a sticking Injector Pressure Regulator (IPR) valve, a weak High-Pressure Oil Pump (HPOP), or a restricted fuel supply
uplug electrical ICP and see if it runs better

Tank is at half. I'll change fuel filter and try unplugging the icp. What does the pressing slowly on the pedal determine?
