I don't understand how the high pressure line out of the power steering pump is designed to seal. I see info all over the place about the white teflon seal and how it sits at the back of the threads by the shoulder. I have replaced it twice, having to tighten it way way too tight to even get the white seal to come near the female nut of the port on the pump. It still leaks. You can barely see the white seal and it won't tighten further. It's so tight, I have to take the line out with the pump port and hold it in a vise to remove the pressure line from the pump port. The pump came with a small o-ring, which I don't know what it's for. The new pressure line cam with the white seal installed. What am I missing? Ford changed the P/S high pressure line during production. I ran into that with my former '97. I needed the build date in order to get the correct hose. One was normal flare fittings, the other used longer tubes inside with a bubble-flare almost 3/4" from the end and O-ring.
That portion of the threads seal with a square teflon sealing ring
I always used some teflon tape right there on the ring
I twisted the tape, so none was outside where I wanted it, right on that ring
No white square teflon ring? No problem I just twisted tape and filled the gap using a bit more than if I had a ring
Those rings need an expander to install them anyway and then they need time to relax and shrink back down to useable size
I used to use a cut off tie rod end stud as my expander

So that white square teflon seal is in there, you can barely see it in the picture where the red arrow points. It's not sealing. These threads are bottomed out. You can see the flats on the pressure line nut are rolled now from overtightening. The white teflon seal sits at the back of the threads in the smooth section without threads, right? How is it supposed to seal back there?
Right, they did seal if new and clamped down evenly provided the thing was not too big in the first place
Teflon tape is the fix, was for me anyway
Overhauled thousands of those noisy pumps, put vane and rotors oi hundreds of cop cars back in the day
I am one of the few who like those C2 pumps
Very first thing I learned at the dealer was how to disassemble and overhaul one of those pumps 1980

More than likely not seated correctly when first installed, then over tightened it as you say, now the flare will never seal.
Or there is an issue at the pump side.
Time for another one, or get a hydraulic shop to make one for you.
What hose did you buy? The hose should also move inside the nut to allow for engine movement. If you cranked it down so tight that the hose is fixed then, wwhite could be correct that the hose and/or pump is damaged.

I bought a rebuilt NAPA pump today and another high pressure line w/ seal. They thread together like butter and it was obvious how that white seal was going to rest into the pump port shoulder. I gave it a snug as suggested, not too tight.
It seems the port on the previous pump was bad, I haven’t investigated it but the brand new NAPA high pressure hose I threaded in required way high torque to fully insert into the pump but never sealed. Something in the mating threads was damaged.
The new pump and line are in and are not leaking! I see a bit of fluid down at the gear head at the flare connection. I cannot get that line tight enough with my short/loose HF 1/2” line wrench to mate the flares up. Anyone have a recommendation on a good brand of line (flare) wrenches?

when I got my new hose and washer, I was VERY careful putting the white teflon sealing washer over the threads not to nick the inner part. You can
use a cut piece of a plastic bottle and make it cone shape and slip the sealing ring down over the threads into position.
