I would definitely clean it up good first, getting as much of the surface rust off. I would probably paint it if it was mine though. After painting the 72 f250, even though it wasnt perfect, I am glad I did. I didnt paint it because of rust though, it was the paint over the original paint. That '72 was a beauty! I love the old school skinny bias ply traction tires on trucks of this era.
