That is a lock ring, not a split ring. Once you have it deflated, and tire pressed down a bit, you will see that there are 2 areas 180 degrees apart that are notched out a bit to allow the ring to be tipped enough to get it off.
A lot of tire shops won’t touch any type of multiple piece wheels anymore.
Personally, I have no issue with them, I learned how to work with them 48 years ago.
Inspect the wheel, make sure the ring and rim aren’t bent or damaged. These are tube type wheels only, and they aren’t rated for radial tires. As long as you have good tires, tubes, and flaps, you can do these at home. A hammer, wedge, and a lock ring tool and a couple of tire spoons are all you need.
