This will probably seem like a dumb question to all you out there but I am curious as to what the part threaded into the top of the water neck on my 460 motor is. It seems to have arms(3) to connect vacuum size hose to. There is nothing connected to it now and I am thinking it had something to do with the emissions. All emissions related equipment was removed when I purchased the truck this spring. Any info would be appreciated.
for me it sound like a VCV Valve (VCV maybe for Vacuum Control Valve)
Which port of the valve is connected to.....look on your vacuum schematic
If I am right the top port is connected to another VCV Valve, the middle port goes to the distributor and the last one goes to a port called MAN VAC, but I'm not sure, there are many Vacuum schematics
Give us more info (Model/year), maybe someone has a vacuum schematic.
Sorry about the lack of info. This is on a 1985 Ford F-250 with a rebuilt 460(not by me). When I bought the truck all emissions equipment was gone(don't test emissions in Montana). I have been sinking alot of money into this rig to get it into top running condition as I use it for hunting and towing a 26' camp trailer. It was fairly well maintained (although not as well as the previous owner claimed). The main reason I am inquiring about this is that I am considering getting an aftermarket waterneck so I can clear out parts under the hood that are not being used or are not needed. Also, why would vacuum related equipment be located on the waterneck? Does this VCV need heat to function properly or was it just a convenient place to put it?

yes, the VCV need heat (water) to work, there is a little piston inside which is moving between the ports to give way or not.
As a other user wrote: if you don't need to pass a emission test it's not neccesary to have that stuff under the hood.
