Possible EBPV issue?

I just got this 2000 F350 7.3 at the beginning of summer. It's about to turn over 400k. It sat for 5 years with out running.

This is kinda hard to explain, but I'll try.

The problem seems to be BLOCK temputure related. In the summer it would start ok. But on the first start of the day, and first taking off I would have to have my foot in it and be able to get it up to 2500 rpm while driving to get it to run and shift right. It seemed like it was loaded up somewhat. But as soon as it hits 2500 rpm it's all good. I was guessing ebpv. But should this even be a concern in the summer?

I found if I plugged the truck in making the block warm I wouldn't have this problem.

Fast forward to cold weather. It doesn't matter what the temp is really. I'm having the same issue with having to hit 2500 rpm with my foot in it. On the first start of the day I can try to take off with the truck barely be able to move and as soon as it hits that 2500 it takes off like crazy. No matter what the temp is outside. It was below 30* last night and I plugged the truck in for 8 hours. It drove out just fine. So it seems block temp related?

Several people have said the ebpv is stuck. But why does it open when I hit 2500. Is it the boost opening the flap? Or. Is the flap open and it needs to close to work right?

First thing I did was clean the ebp tube and a new oem sensor.

Yes. I've thrown the parts cannon at it. But with that many miles I figure it deserves it. I did the glow plugs, uvch, valve cover gaskets, intake air temp sensor in the air intake filter, oil temp sensor on the hoop, and I think I did the water temp sensor. Anything sending info to the pcm. I also put on a new engine harness.

There's (I think) only a few more things it could be. The air temp sensor in the cross over spider, the ebpv solenoid, or indeed the ebpv has some kind of issue. But it seems to clear up when I put my foot in it.

I now have Forscan. It is indeed saying possible ebpv regulator? So has that been it this whole time and I just wasted a bunch of time and money? If the ebpv solenoid is faulty would having the block warm make a difference since it's oil related?

Could there be some other issue in play and I'm chasing the wrong part? I hate to spend more money on it.

It's 9* here now and I aint workin on this truck no more,,,lol.

I'd rather not delete the ebpv.

Any thoughts? Thanks.

If you leave the engine at idle for a while, you should hear if/when the EPR butterfly closes. The default position is open, so if it was seized, it should be seized in the open position. Do you have a scan tool that can initiate a KOER test?

Good info on it being open by default.

The pic above is from the forscan KOER. I think it said on demand test maybe? This is the only code and there are no check engine lights on.

When you ran the test, did you hear the valve close and open? It would have sounded like you were choking off the exhaust with a pair of vise grips. If you didn't hear that, it's probably seized open. If that's the case, it's really nothing to worry about fixing immediately.

Have you removed the EBPV sensor and seen if the tube is clear? That's just a common maintenance thing to do.
