351w Sputtering
My carbureted 351w sputters anytime I give It more than 1/4 throttle when I'm under 25mph. It doesn't sputter at all when I get up to speed though, Its got a 1407 Edelbrock and I've tried to retune it but it hasn't helped.
Any tips on what it could be?

is this truck driven a lot or does it sit, not being used much ?
What transmission and drive train ?
When was the last "tune-up" ?
How old is that 1407 carb could it use a rebuild to clean it?
Motor off air filter off, choke open look down the carb and move the throttle you should see fuel squirt.
If not that is most likely why you have the problem and a carb rebuild / cleaning should fix it.
Now when was the last full tune up done?
Plugs, wires, cap & rotor, fuel and air filters changed? Plugs should be old school copper not the fancy ones.
Have you check the timing? Vacuum hose off and plugged, motor up to temp and idle speed set. You can start at the factory setting, should be a sticker on the radiator support.
If you want you can advance it 2* to 4* and if you get pinging or kick back on hot start then bump it back.

A quick thing to check. Does the distributor have a vacuum advance actuator? This actuator looks like a flying saucer on the side, with a vacuum hose to it.
If so, pop off the distributor cap and look at the two small wires inside for the pickup coil. When the vacuum advance kicks in, the plate holding the pickup coil rotates, and those two wires flex. Sometime they rub against the distributor body and short to ground. Look for any bare spots on the wires, or shiny spots inside the distributor body. When the vacuum advance kicks off, the plate rotates back to the resting position and all seems good again because the wires are no longer touching ground.
I'll take a stab that it's your accelerator pump on your carb. You may see fuel down the throat but is it full strength? If the diaphragm is damaged you might not get the full squirt. Causing what I would call hesitation. Could include some sputtering.
