From the reciever?
When I talked with RH, they said the Ledgend was only rated at 300lbs tongue weight and 3000lbs trailer. I told her the weight on my truck IE 10k lbs. She said absolutely not safe.
Not sure who you talked with but people do it every day with no issues. I would only recommend that you rig the line so that it’s a straight and level pull. That pic is from RH and they are even showing the front receiver being used as a winch mount on a legend bumper. They even describe the 2” receiver as a mounting point for a cradle and winch. I will continue to use mine that way as needed. If all else fails, you could use the rear receiver and winch off the back.

My vote for Steelcraft too. Steelcraft was only bumper I found with reasonable price, winch mount, 2 inch receiver, D rings, full guard. Make sure you spray it before mounting. I used spray on truck bed coating from TCP Global. Search my posts for a full description and pics

We spent a couple of weeks in CO recently. 10 steelcraft seen for every ranch hand. Mine was $800 plus shipping less than a ranch hand. My wife gave the delivery driver $20 and he put it on ky dollies and rolled it 30' onto the garage. I thought it was well prepped for shipping short of a large crate. The powder coat has no issues after a year.
