Could be choke problems.

Is the choke properly adjusted (thermostat housing position, fast-idle cam position, unloader setting, pull-down setting)? Most of those adjustments affect driveability before the choke opens all the way (i.e., before the engine is completely warmed up).

Is all of the choke linkage moving freely, without binding or sticking?

Is the choke plate opening completely when the engine is warmed up?

Could be the air cleaner heat stove.

Are all of the components of the heat stove in place (exhaust manifold shroud, flexible duct from shroud to snorkel, snorkel on the enclosed air cleaner housing, temperature sensor(s) in the air cleaner housing)?

Have you checked the vacuum motor and flap door in the snorkel for proper operation?

Have you checked to see if vacuum gets to the flap door motor from the temp sensor(s) in the air cleaner housing when the engine is cold?

Have you checked to see if the flap door opens up for cold air intake when the engine is warmed up?

If the heat stove isn't working, you can have carb icing problems (carb develops ice in the venturis, screws up mixture control, maybe even interferes with throttle plate movement). This is most common in high humidity cold weather conditions.

If the heat stove doesn't open the flap to allow cold air intake when the engine is warm, high-speed intake airflow is restricted.

Could be the accelerator pump adjustment.

If you have persistent off-idle or part throttle acceleration bogging, you might need to move the accelerator pump rod to a hole farther away from the throttle shaft on the overtravel lever. That will increase the pump shot volume when the throttle moves, and it might correct an overlean condition that occurs when the throttle opens.
