Check the switches on the brake pedal. If failed, cruise will not engage. Check for OBD-II codes as the TPS might be giving bad signals, confusiing the CC TPS++Throttle Position Sensor.
There is a site mentioned on escape-city web site with CHARM as its tag that has some shop manual information. There may be information on the cruise control there.
