99 7.3L issues

99 7.3L issues
Hello all,
i have an early 99 7.3 and im totally stumped.
went to go for a maiden voyage and checked all my lights prior to leaving. With the truck running and signaling left or right all of my lights flash, brake, running and visor lights. When i hit the brake pedal the flashing stops, if i turn my headlight switch to running lights on or driving lights on all the lights stay on aa if they froze in the brightest spot. With the lights off and key out of the ignition i tap my brakes i can hear my flasher relay click. Also no matter new or old flasher relay it sounds like there is two clicks at once from the relay….. oh and none of the bulbs are LED
i have replaced the flasher relay twice, mfs, unplugged the trailer harness cleaned and re ground all the grounds i could find, checked the harness off the mfs, checked the brake switch.
im at a total loss of where to go next.
any help would be greatly appricated!
