timing issues with 400

I have a 1979 Ford Truck, a 400 with AC...I replaced the spark plug wires along with everything else in the ignition system other then the distributor (I did replace electronic pickup in the distributor). It runs like crap!...I put a timing light on it and with the vacuum advance disconnected, its 10 degrees after Top Dead Center (ATDC) at idle....which it should be at 10 degrees a BEFORE Top Dead Center (ATDC) at idle. The distributor appears to be turned the max amount...can I just move all the spark plugs wires one placement on the cap and then adjust the timing or do I need to pull the distributor?.. thanks

You can try moving the wires one notch on the cap and then retiming the engine or pull the distributor out and move it 1 tooth.

You are just a tooth off on your distributor to camshaft timing gear
Once you get the timing set back to spec
Put a vacuum gauge on it and see how the valves are doing
How is the compression?
