Airbag Light Solid - Not Flashing

On my 99 EB Expedition, the airbag light suddenly came on after the truck sat with a dead battery for a while. The light is solid and does not blink (I read that sometimes it will blink the trouble code). The CEL is not on, and no codes are showing when I scan using Forscan.

How do I diagnose this issue?

It could be a blown fuse, there's more than one for the airbag module.

I checked all fuses yesterday, I did find one blown (something related to the cluster) under the hood. Light remains lit.

I don't show an SRS module listed under errors on this vehicle when I run Forscan,

But new problem. I have also been having an issue with 4wd - the truck was stuck in 4wd and did not come out until I manually applied 12v to the yellow and white wires on the motor.

While troubleshooting that issue I noticed that fuses 17-21 on the passenger compartment fuse box don't have power. I think fuse 21 is for the GEM and fuse 20 is related to 4wd.

Now I have to figure out why that row of fuses is not getting power. Any ideas?

The key has to be in the ON position for those fuses to have power...was it?

Yes, I tried it with the key ON and when that did not work I tried it with the truck running.

So should I remove the fuse box disassemble/clean and put it back? I saw a few videos where the windshield leak can cause problems like this. To your point though, is there something easier to check like the ignition switch before I tackle that?

Too many fuses for it to be (likely) external wiring or connectors. Fuse 20 feeds fuse 21. Both will only be on with the key in Start or Run position. I would make sure the fuses are good....then disassemble the fuse box.

I thought the same thing, plus I don't think all of those fuses need the ignition to be ON.

As for the fuses, I tested the fuses with a test light and probed both sides of the fuse. I then went further and checked continuity on the fuses in question and all fuses were good. I took it a little further and tested some relays suggested by AI, I think it was relay 2 and relay 5 in the same fuse panel, those relays were good (used an external 12 volt source to check). I also confirmed that the relays had constant 12v on pins 1 and 3.

I guess I need to figure out where the windshield is leaking and fix that before tackling the fusebox.
