on our 69 f100 dash it just has the fuel and temp gauges. If I find a cluster that has all 4, would it be plug and play? At least on the oil pressure anyway?

Interesting question. I just pulled my dash out and it has all 4 gauges ('67 F-250), so I'm not sure if the wiring exists in other models that only have 2 gauges. I'll be selling this cluster soon.
This will be year dependent. I have a 1968 F350 that has a 1971/1972 gauge cluster grafted into it (the ones with the printed circuit board), and half the gauges don't work. That may be that it was installed incorrectly or some of the wires weren't the same, who knows! But I'm sure you could make something work with enough time, effort, and common sense.
Can't say about the wiring question, but gauges and lights use different sending units. So even if you do find the proper gauge package for the dash, you'll need to acquire the proper and correct senders to go with them to make them work.
And you might start that process by looking under your hood at the main charge wire from the alternator. Are the yellow and red ammeter wires there? Is there a separate plug with them in it?
I’m not sure where all this would be on earlier trucks, versus late trucks, but without those wires, the ammeter would never work.
However, since the ammeters rarely worked all the time or accurately, that would be the time to change for a voltmeter anyway!
