Doesn't the engine have a heater for the incoming air? How is that tested?
If the engine fires up in warm weather but not in cold is that indicative of a good glow plug relay but a problem somewhere else?
I see in your signature that yours is a 2001 so yes it does have a intake air heater. The 94-97's did not have one. The intake air heater is more for emissions than for starting. I would imagine it helps a little with starting but it is mainly for reducing emissions when the engine is cold. If your engine will start when it is warm but not when cold the relay could be getting weak. It could also be a few bad glow plugs. The relays don't necessarily go out all at once. They slowly start reducing the amount of current that is getting to the glow plugs. The contacts inside get wore out, burned up or corroded up and lose contact like a battery terminal that needs cleaned. You need full power to the plugs when the weather gets colder but a little juice will do it in warmer weather.
