I have a 2000 f450 with a 7.3. Ran fine last night and now it cranks but does not start. To test CPS sensor I read I should unplug it and crank the engine. If the RPM gauge does not move it is indicative of a possible bad CPS sensor. Before I unplugged it I cranked the engine and saw the RPM needle move a bit After I unplugged it, the RPM needle did not move at all so I replaced it with a Standard brand CPS. Truck still doesn't start and the RPM needle doesn't move at al when I crank it with the new one in there. No codes either.
Has to be plugged in to read rpm. If it's reading rpm on tach then it's picking up and more then likely jot your issue. If it's plugged IN and NOT reading then it is indicative of a bad one.
Don't remember the year it changes but not all years show on the tach when cranking. Does it have fuel? Does it have fuel pressure? Is the fuel filter full? Is it full of oil?

Changed in 02 with the digital odometer clusters.
You saw the tach move with the original sensor but no start. Is it possible that your new cps is junk. Many dont trust anything but motorcraft/int. Parts(and for good reason).
But let's go back to the original cps and start down the "yes" path:
