In general most parking lots (at least in the midwest or mid-atlantic), are "generally" flat-ish". I am not going to say perfectly flat, or that a carpenters level isn't going to show some up/down on it, but in general, it should be "fairly close"
Remember, your target is 25 feet away (C)...or in other words, just a little bit more than another CCLB away from your headlights. In general, most parking lots will have a similar slope within that 45 ft distance (from the back of your tires to the screen as long as your are staying away from the drain areas. THAT SAID...if you are aiming for the "perfect" setup, I agree with the statement that a parking lot isn't level and you won't be able to perfectly calibrate your lights. However, it should serve as a fairly good indicator if one or more of your light is out of whack.
