Gas and Temp dash wiring

I have a 1963 F100 with a 292 V8. I am also having an issue with my fuel and temp gauges. I purchased a new constant voltage regulator (CVR) and when I turn the ignition switch on the gauges work for about 1 minute and then quit. The FORD Shop manual states that the output of the CVR should oscillate between 5 and 10 volts which it does for about a minute and then nothing. I have replaced the ground wire from the fuel tank sending unit and replaced the ground wire from the engine to the cab with no good results. The back of my CVR has a screw on it. Is this screw used to adjust the CVR output voltage? The screw sticks out a good ¼ inch but appears to be soldered. If I attach a volt meter to it I get 12.5 volts. I assume this means it is attached to the battery side of the CVR. Any ideas why the CVR would just stop outputting voltage?
