first make sure the kickdown rod was reconnected and not binding in the downshift position...
can you elaborate on "won't shift"? What are the symptoms if you put the selector in D and accelerate over approx 45 mph? What if you start with the selector in 1 and move it to 2 at around 40 mph?

when in D it doesn't shift at all. 1 and 2 works fine, but from 2 to D while over 40 it shifts back to 1st.
kickdown rod we disconnected so that isnt the problem either.
we've got the vacuum line hooked up and checked for vacuum.

You checked vacuum, but have you pulled the vacuum line from the modulator on the transmission to check for sign of failure like transmission fluid in the rubber line? Wonder what engine & transmission is in dads '74 F100.
I'm just remembering a fellow in a old Lemans years ago running in the '70+ mph range on a local back road. He said the modulator valve was bad and the T-400 transmission wouldn't shift out of 2nd. He was a toad, he didn't need a reason, was maybe just him being "him"?
He claimed to be a mechanic, loved old Pontiacs. A local bank / loan guy had a '69 or '70 GTO. Took it and left at the shop for service / tune up. Got the car back smoking and with a fresh painted unknown old Pontiac engine in it.

Just because you dont have the rod on the transmission if where it hooks to is turned to "down shift" it will never up shift.
Try and move the kick down the other way and see what happens.
