I have a 1990 F-250 Vin# 1FTH26G9LKA84584
I went to purchase a new Fuel Pump relay and the one they had was not a match for what i had.
They brought out a FPR for a 1989 and it was a match.
SO when i need parts for the truck should i ask for 1989 parts or 90?

You can ask for anything from a 1986 to a 1991
They are all the same relay (# 19991 at Autozone)
Factory fuel pump relay was green
'92 and newer it's a square ISO relay
At my age, it's easier FOR ME, to count backwards. The digits are small. Most of the VIN's I look at have 6 numbers at the end. So I look at the last number [actually the first] and go back two digits. Faster than starting at the beginning and counting 10 digits.
But, I will not despite the fact that the 10th digit is the year. How you find that digit, is up to you. I choose to do it the 'incorrect' way.

I understand, but its not a count, its an ordered placement.

What you call it is up to you.
Why do most people call it a water pump, when it does not pump water? It's a coolant pump, that is what it actually is. We all are talking about the same part [and we know it] but I am not going to critique what peoples choice of words use when we all are communicating just fine.
I'm just a dumb mechanic and although try to make everything in my head be in harmony, I appreciate everyone's differences. You call it whatever you want to make harmony in your mind, just like I have to accept everyone calling it a water pump.

It's kinda documented in like EVERY Ford manual ever to exist.
You should learn how to read a VIN correctly, then maybe you could help someone who cannot.
If we all read the VINs the way the book says, and which most of us do, we wouldn't be having this conversation about water pumps.
