Trying to identify this port

This is in my cousins 1996 F250 with a 7.5l. I know it is not the obd2/eec port. I thought maybe and old trailer brake controller?

any ideas out there?

That reminds me of an anti theft chip that use to be the rage back in the 90s. It was the same idea of a flash drive. Insert the "flash-drive" and the aftermarket alarm would recognize it and disable the immobilizer device.

That is exactly what it is
It's an anti theft immobilizer that needed a chipped key at one time
Must have been disconnected or it wouldn't start

Never knew those existed. The wires run up behind the steering column, so that makes sense. Thanks for the quick answers.
