In my old (rented) shop which was not insulated (steel building) I mounted a furnace type squirrel cage fan near the roof peak at one end and angled its output downward towards the other end and it would blow the warm air that collected above back towards the floor, it made some noise but it made it alot more comfortable in the winter. Instead of using a squirrel cage blower, maybe you could get a cheap ceiling fan (4-blade type without lights on it) and mount it up in the "attic" area of your shop to blow warm air from above back down into your working area. You might not have to run your heater as much... good luck & happy wrenching!

Rafters and ceiling joists are not designed for live loads, you cant remove any members from the joists, rafters or 1x4 ties.

As far as the plastic goes, take Eric's advice and dont use anything thats flammable. I like captainal's idea to help bring your heat back down to use it.

I bought a couple of industrial ceiling fans at a box store for my garage. 52 inch fans were only $30.00. The smaller house fans would also work for many years.
