I didn't have that cup on mine, it was just a plastic insert/bushing, removed that and the new sealed bearing slide right into place, already had holes that lines up with the threaded holes in the bearing. They were the holes the plastic bushing snapped into.
Based on what the poster said above about drilling spot welds, I am guessing the spot welds are near the area my arrows are pointing to. Drilling those out, that lower cup should come out, the new sealed bearing should slide in, but you have to drill a hole or two. There are three screws on that sealed bearing, you might be able to line up one or two of those with the holes you make drilling out the spot welds. If you're really lucky you'll be able to line up all three!
