I'm trying to figure out this stupid fuel issue on this truck still. I figured out the fuel pump is dead but the voltage to the plug is only reading 7.4ish volts, everywhere I read says it should be 12. I replaced the relay with a new one and still getting the same volts. I checked power at the select switch and it's the same voltage 7.4. What else is there to check, or is the voltage correct? I am totally lost and need help
7.4v is voltage from your ECUs fuel pump monitor circuit, not from the fuel pump relay.
When you turn the ignition switch to "on", the fuel pump is only energized for 1-2 seconds before it shuts off. It turns back on when the ECU notices the engine rotating.
You can force the fuel pump relay on constantly with a jumper wire on your EEC-IV test connector.
This will keep the pump on anytime the ignition switch is in the "on" position.
Check the voltage in this configuration and report back your findings.
I did go back out and try the pins in the tester and I don't have the right pins for it so that won't work for me but I was gonna have some help by having someone cycle the key and read the voltage as the relay turns on and off. As my luck would have it my jump box died right as I went to do this and my battery is bad so I couldn't test it yet. I'm pretty sure there's no issue now and that my fuel pump is just dead and needs replaced.

You can literally use a paper clip and pinch the other end of the paper clip under one of the hood hinge bolts.
