4x4 transfer case switching problem

4x4 transfer case switching problem
I have been chasing down a problem for a couple weeks now. My 4x4 will not disengage. ( i have manually disengaged it now) I have manual hubs so i have unlocked them.
checked fuses All are good
checked relays they have power and i can work them with a jumper but they do not click with the switch
forscan shows the switch working as i move it from 2wd 4wd and 4wd low and throws gem codes for relay p1820 p1828
I have bench tested the Motor that changes the transfer case and it works and when plugged into the 6 pin connector the dash shows the correct lights for 4x4 and 4x4 low (i used a wrench and disengaged the transfer case before reinstalling the motor)
I do have power to pins 86 and 87 of both relays but never a ground on 85
