I know a guy that could airbrush or paint them like that
But it wouldn't be cheap
From the looks of those 2... prob vinyl tho

It looks as if those flames have some sort of gold undercoat like when they do candy-apple colors. If so, very expensive but it sure looks worth it if you enjoy attention.
