Transmission won't downshift from 3rd

I've had this issue 1 time about 2 years ago and now it's starting to do it again. Transmission shifts fine, no hard shifts or anything. But when you come to a stop it won't downshift past 3rd gear. It will actually take off from a stop in 3rd. If I turn the truck off and on it will be fine. Anyone have this issue?

I believe there was a TSB for the valve body or shift solenoids on those transmissions.
