I'd say metal side to the header flange, but the best way of telling is to place the gasket on the head and see which way lines up with the exhaust ports the best. The header will always be the hotest surface since it's not water-cooled and the head is.
You do not need to use any sealer on a header gasket...but you do need to occasionaly re-tighten the header bolts or you'll burn through the gasket.
