Zero Fuel Pressure?
I have a 1999 7.3, while it was running I checked the live data out on my scan tool only to find out I have zero fuel pressure. The truck only starts when I cycle the key twice otherwise it just cranks continuously. Once it starts though no issue and seems to idle well. I'm not able to take it out on the road being a project truck, but it doesn't seem to have any loss of power. I hear the fuel pump running before I start it other then that I haven't done any diagnosing, I plan to check the fuel pressure with a gauge as well as see if the fuel bowl is filling up. It just seems like it is a false reading from the scanner. Could it be something simple like a fuse or a relay?

If you mean a scan tool that gets all of its data from the PCM, that's normal. The PCM doesn't monitor fuel pressure, and there's no sensor for it.
Edit: But putting a gauge on there and checking it is never a bad idea . . .
