Fixed - Delayed Accessory Issue - Not the standard
Edit: was a bad wiper motor. It was shorting and back feeding the delayed accessories relay. Which makes sense, in a weird way

Chasing an electrical problem with my 03 excursion after all this rain in western North Carolina and taking a minute to try and diagnose this. None of these issues existed before and started the day of the hurricane:
Delayed accessories are staying on despite the key being removed and the door being open. Removal of the relay is required to turn off the system. Putting the relay in after disconnecting/reconnecting the batteries and it will power up immediately….so it’s getting constant power somewhere.
I have already had the instrument cluster repaired, I pulled the GEM and it is bone dry with no signs of corrosion on the connectors/pin/board, and I sprayed all the door latch sensors with electric cleaner. Everything else works fine. I swapped around the relays to no avail.
I did drive through a number of deep (12-15”) water crossings and had a slow starter for a bit but that cleared but it started around the same time.
Clearly something got wet and isn’t happy. Would appreciate any outside perspectives on what may be a place to look.
Windshield leak, getting water into the VSM mounted on the firewall behind the radio.
I got lucky, my truck had a broken windshield and the owner had to get a new one the week before I bought the truck..... the sealant is perfect. ( now )

Thank you, i had forgotten about the VSM…..checked it and the connectors are bone dry too, with no signs of corrosion/water on the module (from visual inspection). I had a new windshield put in around 2017. Any other ideas?

Is your door ajar light staying on/not coming on?
Have you checked the relay on the fuse panel. Swap it with a known good one.
Have you inspected the alternator for any irregular issues? Output, chafed wires, etc..
Apparently, there are many causes including the leaking windshield as mentioned. Unfortunately, it's case by case and not one isolated condition that is typically the culprit.
Wiring in the steering column can become chafed and cause all kinds of issues.
Mine was a faulty rear door latch switch. Not the latches themselves but the switch located behind the barn door panels. Replaced the switch and no problems since.
Good luck and let us know what fixed it so it can be used for future reference.

The door ajar light functions properly, which means the switches are good.
New alternator 3mo ago. Puts out steady voltage. Batteries are good.
I’ve never had a leaking windshield electrical issue before, or anything electrically weird before…so I am presuming it was a one time water intrusion somewhere.
Outside of the convenience functions staying on, the truck works 100%. I’m digging through the wiring diagrams on the link above to see what else could be back feeding that circuit.
Picture of this "GEM" you replaced? Your year is not supposed to have a gem, but a VSM, and the relay thing on the back of the instrument cluster. Last year for GEM was 2001.
