For the 2008 model year you would need the correct steering with controls, the control switch assembly and the correct clock spring. Most like someone with Forscan who can enable it in the PCM or the dealership would be necessary as well.

I have a 2014, but yes...control switch...you mean the buttons on the steering wheel/yes?
I don't have firsthand experiece adding cruit control to your van. The wiring diagrams show you the only hardware needed is the correct steering wheel with the cruise control buttons. You would need to confirm the buttons send the proper soignals to the PCM.
The PCM will have to be configured for cruise control. This may be possible with Forscan but you won't knwo for sure until you connect to the van and try it. Alternatley, you can try to have a dealership configure it but they aren't typically very helpful for these types of do-it-yourselr modifications. A local repar shop with Ford IDS or similar software can probably do it.

from what I've gathered, all id need for parts is the correct steering wheel and clock spring...fortunantlly Ford still sells them both new. The pcm deal is what i wasn't so sure about...hoping someone who has done this will chime in...

I have a 2012 E-250, i recently added a clock spring, and the steering wheel with cruise buttons, this went well, the cruise buttons light up as they should, so thats promising...
I used Forscan with the newest version, and tried 4 different adaprers to be sure... i could not access the module to find the cruise control. I was told its in the body conrtol module?
I was only able to access basic functions like door locks, tpms settings, seat belt reminder, etc.
I was so hopeful this would have worked, but now I'm at the mercy of the local stealership service misadvisors...lol.
I called two local dealers and they didn't want to do it either... San Diego CA.
Unfortunately Forscan is not very sophisticated when it comes to older vehicles (before 2014 or so). If any changes are possible they have to be made by editing the "as built" data. These are the numbers you see in the F150 spreadsheets.
Nobody has researched and made a spreadsheet for any model year Econoline. An astute Forscan user could possibly find the data bits that correspond to cruise control. They probably reside in the PCM. If I had a similar van (mine is 1997), I could try to figure it out. But it takes some trial and error testing that is not for the novice user. I'll try to look at the data and see if anything obvious shows up. Basically, I'll pull data from a 2012 w/o cruise and compare it to data with cruise.
Hey Don, thank you so much for the info and your time. It's a complex puzzle to navigate without a spreadsheet for sure. With sooo many E -series made i would have thought the interest in them being accessible Forscan would have been greater.
I'm going to hold off on the dealership route for now I decided. They seem very reluctant to help with such a "small matter".
I look forward to any info you may find, and am happy to throw a donation your way for the efforts.
Don, i appreciate the effort. And I agree with you, I'm going to call an independent shop versed in the Ford software and see what they can offer.
At the least I may avoid some frustration with a dealership who can care less about small jobs like mine.
