Explorer not starting PO 191 code

Explorer not starting PO 191 code
04 explorer Limited 4.6 v8. Vehicle died at curb. Checked the code. Got PO 191-FF? Replaced fuel rail pressure sensor. Still won’t start. Checked fuse and fuel pump relay. They were good. Then switched them with the horn relay and fuse. Still won’t start. Is it possible that the fuel filter is clogged enough to force a PO 191 code? Any /all help is greatly appreciated.
