Yes, coin holder.
Harness plugged into it so the harness end isn't just hanging there, confusing some tech because he is wondering where it plugs in at.
I'm sure the harness is the same as trucks with electric shifted transfer cases, and probably also the same as one for the electronic rear locker trucks.

It is in fact a coin holder. The 4WD control **** would be there if you have one.
The wires on the back do nothing, but if you had the 4WD control **** they would attach to it.
On my old F-150 I took the coin holder out and put an aftermarket transmission temp gauge there. Almost perfect fit.
