Rubber boot missing?

I feel like there should be a rubber protector over this. Am I wrong?

Not a rubber boot, but it does look like the seal is missing... it could just be the angle, or they have the seal tapped in too deep. The 3 of mine do not have a boot on them.

X2 NO boot there and yes it looks like you left a seal out. There is usually 2 seals/a couple of washers and in the end the washers/seals are at the top of the sector shaft splines.
