I have the ford e350 with the 7.3 in it I was thinking of getting a bigger turbo but the van turbo doesn’t have a waste gate. I was wondering if I could get the gtp38r and weld the waste gate closed

why not just go with one of the KC options? pretty sure they have abolt in upgrade for you.
Don’t the stock van turbos move more air than a standard truck turbo? I thought it used to be common for truck guys to upgrade to the van turbo.
I have a e350 van and added the Kc balanced assembly. I don’t run a tune but I do use a truck pcm for a mild hp gain. My work van will touch 21psi. I planned to add a hydra but I’m fairly happy with this set up right now.

they do but as of rn I have the balanced assembly and a hydra chip wanted to run 180/30cc injectors so figured the gtp38r would go good with that

I think everyone disables the waste gate. Single shots are tempting in a van. I've never had them but I've read lower egt s and more fuel. Have you read through the turbo matrix on this forum? There are forum members who were unhappy with their ss injectors too.
kc turbos has quite a presence on this forum. There's a new line of theirs now guys a demoing now. I am curiously watching from a distance.
