F60 = F600 gas, 4x2
C = 330 2V MD FT gas V8 (cast crank, small crank nose, FE size distributor drive, FE water pump, possibly Autolite or Motorcraft carb)
C = Ontario Truck Plant
H60308 = 1970 numerical series, February 1970 production.
174 = 174 inch wheelbase
N = Dark Green
F600 = F600 gas, 4x2, 19,500 lbs GVWR
4 8
4 = Black Glendale/Kiwi Vinyl
8 = Standard Cab, cab & chassis vehicle
M = Clark model 285V five speed direct transmission
F3 = Eaton model 15201 two speed rear axle, 15,000 lbs capacity, 6.33 / 8.81 ratios
No front axle code. By 1970 the axle code for all axles was supposed to be on the plate. For several years prior, there was no stamp for standard axles. There is usually no stamp for special order axles. Since you do not have a special order truck, we can assume the prior practice carried over, and you have a standard Ford front axle with at least 4,500 lbs capacity, and no power steering. There will info stamped into or cast into the front axle if you need more info.

164 3800 = 164 Certified Net HP @ 3800 RPM
64 = New Orleans District Sales Office
No special order.
