Obd2 no communication
Checked all obd2 pins and this is what I found
pin #1=0 2=0 3=11.92 4=0 5=0 6=0 7=1.2 8=0
9=0 10=0 11=0 12=0 13=0 14=0 15=0 16=12.75
this was with key off with key on
Pin#1=0 2=0 3=11.3 4=0 5=0 6=0 7=3.3 8=0
9=0 10=4.8 11=0 12=0 13=0 14=2 15=0 16=12.5
this way done multiple time with no difference in the numbers
Obd2 will not connect any help would be appreciated

Nope. He reported that he has battery voltage on pin 16. That's provided by the cigar lighter fuse.
Could be a PCM that hasn't powered up and he's gone down a rabbit hole with the OBDII connector.
Without specific information as to what he's working on and why, it's impossible to give good advice.
